In this guide we\u2019ll be taking a look at all\naspects of the process for buying your council house, from valuing the property\nall the way through to arranging a mortgage. We\u2019ll also be looking at\neligibility, as well as covering off any Right to Buy discounts that may be\napplicable to you.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What is\nRight to Buy?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The statutory <a href=\"https:\/\/www.gov.uk\/right-to-buy-buying-your-council-home\">Right to Buy<\/a> scheme was introduced in October 1980, as a method of allowing council tenants, subject to certain eligibility criteria, to buy their property at a discount. In its early years, the Right to Buy scheme flourished, with sales peaking at 167,000 in 1982-83, before beginning a downward trend. The Right to Buy scheme was reinvigorated in April 2012, March 2013 and July 2014, when the Government further increased the maximum discount available. As of 21 November 2024, the maximum Right to Buy discount in England ranges from <a href=\"https:\/\/www.gov.uk\/right-to-buy-buying-your-council-home\/discounts\">\u00a316,000 to \u00a338,000<\/a>, depending on where you live. This replaces a much higher cap of \u00a3102,400 (\u00a3136,400 in London). Public sector tenants of between three and five years\u2019 standing receive a discount of 35% of the property value (50% for flats), which increases by 1% every year beyond five years (2% for flats), up to a maximum of 70%, or the figures quoted above, whichever is lower.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the Office for National Statistics, in 2024\/25, local authorities sold an estimated <a href=\"https:\/\/www.gov.uk\/government\/statistics\/social-housing-sales-and-demolitions-2024-25-england\/social-housing-sales-and-demolitions-2024-25-right-to-buy-sales\">7,580<\/a> properties in England under the Right to Buy scheme, with a further 1,656 sales undertaken by private registered providers. Whilst figures are up 7% compared to 2023-24, they are still well below the levels recorded in the mid-2000s prior to the financial crisis, when annual sales regularly exceeded 40,000 properties, but remain broadly comparable with the lower levels recorded in the early 2010s before the Right to Buy discounts were increased in 2012. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Are you\neligible to buy your council house?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In England,\nmost public sector tenants \u2013 that is, tenants of local authorities, housing\nassociations and other private registered providers \u2013 are eligible for Right to\nBuy, if they have been tenants for at least three years. If and when such\ntenants apply to buy their property, if their landlord (usually the local council)\nagrees to the sale, they will produce an offer that includes a description of\nthe property, the asking price, including any discount applied, and\ncalculations of how the latter figures were worked out. Tenants can accept or\nreject such an offer but, one way or the other, must contact their landlord\nwithin 12 weeks and, if necessary, request an independent <a href=\"https:\/\/www.yopa.co.uk\/property-valuation\">valuation<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How Much Is\nMy Council Home Worth?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">It may surprise\nyou to know that valuing a council house is similar, in many ways, to valuing a\nhouse on the open market. There is one key difference however\u2026<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the case of\na house on the open market, valuations are usually conducted by an estate\nagent. In the case of a council house, the valuation is conducted by the\nlandlord of the property, whether that be a council, a local housing\nassociation or NHS Trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At this point,\nyour reaction might well be something along the lines of \u201cbut that doesn\u2019t\nsound too fair, councils valuing their own properties\u201d \u2013 and you may well have\na point. But worry not, because in the case of a dispute you will always have\nthe right to a free valuation by an independent \u2018district valuer\u2019 from central\ngovernment. More information about district valuers can be found <a href=\"https:\/\/www.gov.uk\/government\/organisations\/district-valuer-services-dvs\">here<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What is the\nCost Floor Rule?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The so-called \u2018<a href=\"https:\/\/www.gov.uk\/government\/publications\/your-right-to-buy-your-home-a-guide--2\/your-right-to-buy-your-home-a-guide#what-discount\">Cost Floor<\/a>\u2019 Rule may apply to the discount for which you are eligible under the Right to Buy scheme, meaning your landlord can claim back money they have spent on maintaining and repairing the property in the last 30 years. If the amount of money spent on the upkeep of the property exceeds any Right to Buy discount, you would need to pay the full market value of the property. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How do you\nget a mortgage for a council house?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Once your local authority confirms you\u2019re eligible and provides the discounted purchase price, you can <a href=\"https:\/\/www.yopa.co.uk\/homeowners-hub\/guide-to-mortgages\/\">apply for a mortgage<\/a> with a bank, building society or mortgage broker in the same way as any other homebuyer. The key difference is that some lenders will accept your Right to Buy discount as part (or sometimes all) of your deposit, meaning you may not need to save a large upfront sum. You\u2019ll still need to pass the usual affordability checks, including proof of income, credit history and evidence you can meet the monthly repayments, and you\u2019ll need to budget for additional costs such as legal fees, surveys and mortgage arrangement fees.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Does Right\nto Buy exist in Wales, Scotland and Northern Ireland?<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The full \u2018Right\nto Buy\u2019 scheme is available only in England. In Wales, Right to Buy ended on 26\nJanuary 2019 and, in Scotland, was abolished on 31 July 2016. This doesn\u2019t mean\nthat you can\u2019t still buy your council house if you live in Scotland or Wales;\nit simply means that the local council is under no obligation to sell it to\nyou.
